As an Army veteran, I've seen some crazy circumstances that kept a soldier from deploying. I don't know the details of what happened here, but the EFMP (Exceptional Family Member Program) is designed for this very type of case. By applying for it, the EFMP gives authority to keep a soldier close to family (and geographically close to care for that family member) for any "necessary duration."
Once again, I dunno if the guy applied for it, but it doesn't seem like he tried the 'legal' channel. Gen Campbell is good people, though.
