I work as a pharmacist for money, from what I see I can tell you that
1) all scheduled (narcotic, sedative, anxiolytic, amphetamine, etc.,) drugs are manufactured based on a quotas established by manufacturers and the DEA.
There is usually an acute shortage of some drug every year.
2) manufacturers have established a production quota system for most other meds, which has to do with managed trade and the attempt to thwart reimportation using a "just-in-time" supply chain.
There is a shortage of something every month.
