---A guarantee against loss or failure to self-defend
---It must hold true in the long-run (protectionism)

Show me one creature that has a right-to-life against all accidents and maladies? How about against minor injury -- in the wild, in nature (anywhere).

A Right (when talked out) falls into two categories:

1) A Course Correction after the fact

or

2) A Justification to actions yet to be taken

Both require a Force-Agency (to retrieve or to grant indemnity)
