Me thinks...

the local police depts are just issuing shrill, hyperbolic and FALSE protestations against the ruling. If a city law enforcement officer is following the published rules of conduct of the city police department it is the city that is liable at the end of the day.

Also, why should States be responsible for the actions of local govts anyway unless the questionable actions were caused by trying to comply with a State mandate.

Further, the city officials releasing such recommendations and encouragements for their officers to hide assets to avoid liability is legally questionable in itself. Intentionally hiding assets to avoid paying damages is illegal.
