Headline and Text Differ

The word "too" in the headline, did someone from that organization say Ron's views are too extreme? Looks as though too wasn't said. If it wasn't, then why is too in the headline?

Here's the passage that contradicts the use of too in the headline:

"...because the organization...rejects his misguided and extreme views," said RJC Executive Director Matt Brooks.

How about:

Director of Republican Jewish Coalition says Ron Paul has Misguided and Extreme Views, Bars Paul from Debate.

Acceptable headline?
