Maybe I was wrong about who can speak.

It seems to me that a caucus of a neighborhood should be by and for neighbors.

There probably is a way for outsiders to speak if the caucus wishes. If more than one caucus member wants to speak then I think the one authorized by the candidate should speak.
But I think that ANY registered member should take priority over an outsider regardless of the desires of a candidate's campaign.
