I thought he made it pretty clear that it was unconstitutional, but it wouldn't be on the top of his priority list.

When 90% of what the government does is unconstitutional, you can't exactly make every part of that 90% your focus. While that should be cut, there are bigger things to focus on...to Ron's point.
