Reporters can only present accounts of incidences that can help fraud claimants to build their cases, but media sources cannot bring criminal or civil charges themselves. That would be up to the People of Maine, in this case, where legislation exists that imposes penalties for individuals of any rank involved in election fraud, including caucuses.
BTW, watch out for laws recently changed to avert such penalties. Sometimes corrupt legislators can't help showing their evil intentions by paving legal escape clauses for their paid perps.
