I'm not clear about one thing

I don't get exactly what happened here.

As near as I can understand there were some number of Paul supporters (13? 40?) who were rejected as delegates because their registration could not be verified at precinct meetings on some previous day, and the rules require verification at each precinct meeting to qualify as delegates at this (county? state?) convention. They waved their ID cards here at the convention, but that doesn't explain why they could not be verified at the precinct meetings. Anyone know?
