Thank you for contacting me about H.R. 347, the Federal Restricted Buildings and Grounds Improvement Act of 2011. I appreciate the time you took to share your thoughts with me.
Under current law, It is already a crime for an unauthorized person to "enter or remain" in a restricted area where the President, Vice President, or another official is temporarily visiting, when they are under the protection of the Secret Service. H.R. 347 makes a narrow change to this statute, clarifying that it also applies to the grounds of the White House and the Vice President's residence. I supported H.R. 347 because the Secret Service needs the legal authority to keep those places secure. Nothing in the bill would criminalize protests outside those buildings, or otherwise restrict lawful conduct protected by the First Amendment. However, if the law is misinterpreted and applied too broadly, I will consider introducing legislation to fix it.
