Minor Correction

There are 18 congressional districts going forward starting with the 2012 primary (one was lost to reapportionment).

There are a total of 59 delegates elected from the congressional districts, 13 districts elect 3 and five elect four.

The top 3 (or 4) vote getters in each district are directly elected and these are the folks that go to Tampa...there are no conventions to orchestrate or Roberts Rules of Order to memorize. As noted, Penna delegates/alts are unbound from the start and are not required by any law or rule to state or publicize their preference or intention.
