The 1947 UN Partition Plan DID make it a "corpus separatum" to allow the three monotheistic relgions to share such a sacred place to their respective faiths. But then Israel unlawfully annexed East Jerusalem:
"Israel captured East Jerusalem during the 1967 Six-Day War and subsequently annexed it. Currently, Israel's Basic Law refers to Jerusalem as the country's 'undivided capital'. The international community has rejected the annexation as illegal and treats East Jerusalem as Palestinian territory held by Israel under military occupation. The international community does not recognize Jerusalem as Israel's capital, and the city hosts no foreign embassies."
-cited from Wikipedia
So if our embassy's location and Israel's capital include East Jerusalem, then there are those who would actually mind -- most directly, the Palestinians.
