The unit rule is a rule that specifically applies to binding "ALL" delegates.
Rule 38 applies to delegates bound by the unit rule.
Unit Rule:
"A rule of procedure at a national political convention under which a state's entire vote must be cast for the candidate preferred by a majority of the state's delegates."
The article says South Carolina is the only winner take all state but Florida was winner take all for Romney as well - 50 delegates.
