This might be why the penalty for violating chapter 53 is possible civil action as opposed to criminal action. I think the first law I referenced is more applicable than the second law regarding the fine and month in jail. Also, I think that to initiate a civil action on behalf of the state of Massachusetts against such a wayward delegate, the lawsuit would have to assert that the defendant's actions caused some kind of loss or injury to the state of Massachusetts. That would be a pretty outlandish claim.
