As I read it: If Rick and Newt don't unbind their delegates the other nine have to vote for Rick and Newt. If they do unbind their delegates they get to vote for whomever they want - which probably means Ron (depending on which delegates are allocated to whom). Either way they count against Romney so it's not a big deal.

But if any of the three non-Ron delegates from district 2 are Santorum or Gingrich, rather than Romney, supporters we might want to allocate them to their preference. That might cost us a vote or two, but would be fair. (Also it would be PERCEIVED as us being fair even when it costs us, which should help later.)
