There is but a single short mention of voter fraud in that article, and it comes from Russian opposition parties which, last thing I heard, are financed by the US State Department.
Sarkhozy, the former French president, was a stinking asshat whose main preoccupation were domestic repression, transferring French sovereignty to the EU, and "humanitarian" bombing of African countries.
His successor will be exactly the same.
As for Greece, compare this quote from the article
Greece [has made] the New Democracy its single biggest party in their country's elections
with the fact that New Democracy took close to nineteen percent of the vote, a drop of almost fifteen points (according to Wikipedia).
