Ron Paul has someone that votes for him sometimes

I remember Ron introducing the fellow legislator as the one who votes for him in his absence. I'm sure it's done in integrity but what are the rules regarding this practice. It looks like whack-a-mole to me. That would make legislating so much fun to float your bill and then try to hit as many green buttons at empty seats as possible.
