because it's not just a GOP rule but Massachusetts state law that states that the delegates must vote for Romney. The state GOP also has rules that any candidate can challenge his/her own delegates. They have likely had to make a very strong commitment to the state committee to vote as required by state law, otherwise they would very possibly be replaced as delegates. Other states have different rules with different penalties (or none at all), but in Massachusetts it's extremely unlikely that the roll call vote in Tampa is anything but 41-0 for Romney, even though at least 16 are currently Paul supporters.
