there's no state convention
At least, if there is one, it has nothing to do with delegates. They directly elected 28 delegates on Tuesday (their names were on the ballot next to their presidential preference). 21 of the winners were pledged to Romney. 2 were pledged to Santorum. 5 were officially uncommitted (chose not to list a preference next to their name on the ballot). The only other 3 delegates in the state are 3 unbound party leaders. There are no more delegate spots to be gained. The actual flesh and blood delegates have been chosen.
