Clearly it says ~
"(a)"The Republican National Committee shall not, without the prior written and filed approval of all members of the Republican National Committee from the state involved . . . "

Notice it says "without the prior written and filed approval of all members of the Republican National Committee from the state involved"

How do we know that approval has not been submitted??? Its only WITHOUT this approval that they would be violating rule #11. All of the states' GOPs have been actively organizing against Ron Paul. For all we know, they may have submitted the needed approval for the RNC to support Romney.
