The republican party in Oklahoma may not, according to rule 11, materially assist any candidate unless he's unopposed, blah, blah

By running these busses with supporters specifically to assist one or another candidate, it's a violation of Rule 11 as I understand it and there are dire consequences for the entire body of delegates from the state of Oklahoma if this is true. The delegation may be refused their seat at the RNC. ?
