Perjury-Definition

The willful giving of false testimony under oath or affirmation, before a competent tribunal, upon a point material to a legal inquiry.

Three points here that should prove that no one needs to fear any possible punishment.

"competent tribunal" - No one can argue that the GOP is competent (haha).

"upon a point material" - A delegate has one out of 2289 votes. By no means would that be considered material.

"legal inquiry" - The GOP is essentially a club. There is no legal inquiry here. You are not required under Federal, State or Local laws to participate. You are governed by "rules" set forth by a club.
