Lawful and unlawful is defined by the states

So what constitutes murder in Texas does not constitute murder in Vermont. So to a vermonter, Texas is murdering citizens using the death penalty (viewed as illegal in vermont) do they have a right to have the feds intervene and stop texas from murdering (in Vermont's eyes) ?

In fact, since abortion is legal, by your definition, Abortion is not murder - it is not unlawful.
