The 9th circuit court is a federal court of appeals. each district has a court and if a party wants to appeal a district courts decision to a higher authority they can do so in the 9th circuit. Essentially it is one more step up the food chain towards possibly getting the case heard by the Supreme Court. The big picture is that the 9th circuit is a federal court. Hope this helps.
