conscience. That is what is supposed to be in place. Maybe the state binding rule is against the law in itself and just has never been challenged. Does this give delegates way more power? - yes. Open to more money and corruption - yes. Therefore, this ideally would lead to parties fielding candidates based on overall percentage gained in beauty contest votes only - and then the general electorate choose amongst them. In other words the parties business would lead to parring down the # of candidates. How such an idea would effect third parties - I don't know - but obviously be based on rules/laws set by congress.

If we have learned anything this cycle it is that the parties are corrupt and manipulate.
