Oh please.

Under the Carter Administration:

- the inflation rate doubled, hitting as high as 14.78%

- cost of living adjustments doubled

- interest rates tripled (that's tripled)

- the Department of Education was established (more gov.)

- the Department of Energy was established (more gov.)

His own policies set himself up for failure. If he had been a decent president in the first place, he would not have been so vulnerable to the "October Surprise" (assuming that the conspiracy theory is true).

So, regardless of who was "fooled", Carter was still a lackluster president.
