Actually, Neil Young and Stephen Stills were hanging in the Beaumont/Houston area back then. The two of them came up with the tune. They first asked a powerful unrecorded girl band to do it with them in the fall of 68. Tours got in the way.
So, a few months later they came together with some former members of the Byrds and the Boxtops and recorded. It hit the airwaves in some places late in 68. Other places in 69.

C, S, N, & Y came together shortly before Woodstock, and worked up their material on the way. Woodstock was their first bigtime appearance together.
