I would ask if the planned system of patient-placement with a doctor may result in the doctor being limited in his movement geographically.
Of course the doctor could drive as far as they wanted to each day, but they wouldn't be able to move somewhere else and transfer their patients to another doctor in quite the same way as they do now, given the government's desire to make the doctor-patient ratio as efficient as possible.
