I always viewed a doctor as a service provider. If I hire someone to clean my house then she is providing a service to me. If she doesn't like the way I conduct my housekeeping in between her visits she doesn't have the right to come by during the week and perform services and then bill me for them.
Why do we view the doctor patient relationship differently. If I seek out his services, which is mostly made up of advice and prescription writing, he shouldn't have the right to hound me into compliance.
I wonder if the next step of this process is to sign a affidavit that the patient will comply with all advice that comes from the doctor?
