At his core he is a Misesian utilitarian minarchist who has adopted the rhetoric of Anarcho-capitalists because he found it to be more effective and less reactionary than raw utilitarianism. See: http://mises.org/document/3221

Ron Paul is actually a contemporary of anarcho-capitalists, they did not guide his intellectual development substantially. His biggest intellectual influences were Mises, Hayek, Rothbard and Sennholz. Only one of which is an an-cap.
