it's not money gold/silver that's the problem. it's the anti-price gouging laws that cause the shelves to go empty. prices act as a rationing mechanism in the midst of a crisis. so if merchants were allowed to raise prices, people would only take what they needed, while providing the merchant the funds to restock with more supplies.
