By your logic, Obama's re-election fund is in the trillions (money Congress gave him to spend without earmarks).
It is the JOB of Congress to vote on funding and decide where it goes. Earmarks are not perfect, but they are better than handing the Executive a blank check with every vote.
Ron Paul is well known for arguing against spending. He votes against it. But if Congress is hell-bent on taking money from the people in Ron's district, then it is only right for the people to ask for some of their money back.
