I called the Campaign headquaters..

and they gave me the e-mail for Brian Gentry who is heading up the delegate information for the campaign. Here is his response to my e-mail checking on it's validity:

Jim,

It's real.

It was an email Ron Paul sent out earlier today to delegates and alternates about plans for Tampa.

If you see my good friend David Boyer up there in Maine tell him I said hello.
