Ron Paul may be underestimating slightly
But the numbers also aren't as high as you are hoping. He has fewer than 150 delegates who are bound to Romney. He has some that are bound to him and some that are unbound but support him. Combined the number might be a little over 400, even if delegates are unbound. One reason he might be estimating lower than that is that some of the delegates bound to Romney have also made verbal or other commitments in their states to their delegations that they would vote for Romney, and may do so even if officially unbound because they want to keep their word.
