No new laws nor extraordinary punishments will stop someone fully committed to kill or die trying. The best result is that they die trying and failing. He would get a gun regardless of law and would kill himself before facing extraordinary punishment. the power to mead out extraordinary punishments would just be another power expanding in use, scope, and abuse. The only thing that might help in the moment of the act is armed citizenry.
