Comment: How Did The Gunman Manage To Survive?

Something strange here. How many of us have read news stories of innocent civilians being tazed, assaulted, falsely arrested and just plain killed during even the most innocuous of encounters with police? Yet this guy goes on a shooting rampage and police take him into custody without any problem?
Is it perhaps because the target of his rage was merely his fellow mundane civilians and not law enforcement, the state, or the legal system in general? After all he did have a clean police record (only one speeding ticket) and even paid for his movie ticket last night.
Don't get me wrong, I applaud the police for showing restraint in this case and accepting the gunman's surrender without unnecessarily harming him. I just hope they continue to exercise that restraint in future encounters with citizens (even if those devolve into anger directed toward law enforcement).
