After Extensive Research the date of this video is clearly incorrect and could not have been taken before July, 26th 1996.

S. 1993 "Federal Reserve Fiscal Responsibility Act of 1996" is most logically the legislation "Vary Hairy" Reid is taking about.

But look at the only other Legislation that was introduced in the 104th Congress by the Same Sen. Dorgan (ND)on March 4th, 1995. (which was NOT co-sponsored by "Vary Hairy" Reid.)

My instinct is Mr. Dorgan had to make a deal with Mr. Reid to get him support his Federal Reserve Legislation. You want to get this guy? Pressure him on his words... then his deeds...
