Do we have any rigths? Sometimes yes and sometimes no.

Most rules and laws are written quite cleverly to allow whoever is in power at the moment to decide whether enforcing them or not best fits their current agenda. The few that recognize this generally keep their mouths shut because they have hopes that they will soon be the ones to exercise that discretion. Most people want to leave the question open as to whether or not a person in uniform has the right to free speech because sometimes it’s yes and sometimes it’s no.
