Dogs lick their butt when they're done pooping and some eat each others' feces sometimes. I guess they don't "choose" not to use their paws and then go find some water to wash their paws in, just as I imagine they don't "choose" to like the taste of poop. Just because some animals do something does not make it naturally instinctive for them, much less for rational human beings.
