The Creator has set equal rules for all, call it universal & natural law, = eye for an eye. Without the Commands few people will respect the "Non-Aggression-Principle". No coercion must also mean no-intrusion, no provocation.
"Individual Responsibility" is not easy to carry /maintain without *some* external restraints, re Law, & criminal justice system.

For teaching we have the Golden Rule.
