Declaring Disasters and State's of Emergency

makes it easier for city, state, and federal agencies and officials to get their hands on "emergency funds" AND for a bonus it also makes those funds much more difficult to track.

When Federal or State gov't's operate in a "State of Emergency" or are officially declared "disaster areas" it allows the government's to use money bugeted specifically for a particular program to be used however the hell they want. On top of being able to use any funds for anything, under a "State of Emergency" or an officially declared "disaster" the accounting of the funds is totally different than it is under "normal" conditions.

Where and how emergency money is used does not have to be documented or "justified" like it normally would. It becomes one big single accounting entry in the county's financials...like Summer 2012 drought - 50,000,000 instead of itemizing where the 50 million was spent. Sounds like an invitation for fraud I know... but, this method of accounting would ONLY be a problem if Government Agencies or Government officials could not be trusted or had a history of corruption and massive waste.

Think about this everytime there is a bad storm anywhere in the country. You will begin to notice that the government is very quick to declare disasters and/or other forms of "emergencies".

There is a very good reason why they are so quick to make offical declarations...and beleive me, it's not out of their concern for the people in the striken area. It's just the government "never wanting a serious crisis to go to waste" -Rahm Emanuel

When you read about these declarations...you can be assured that the public purse is fixing to have some well connected hands grabbing fistloads of loot from it.
