They don't need foreign troops. US Troops have already done it during Hurricane Katrina in New Orleans.
Hundreds of National Guard troops and police officers were ordered to confiscate weapons from everyone. And they did. The went door to door and confiscated everything. Look on the internet, there are many instances of law abiding citizens left defenceless without their weapons. The NRA site has a few of these videos.
(There must not have been any Paulites in New Orleans back then.)
How many of those National Guard and Police were shot for their illegal actions? Zero.

I saw a video of one guard unit from Utah that told their commander that they would not follow orders to confisicate weapons. They were told that they would not be doing that, and were given other orders. Good for them, but better still would have been for them to do something to stop the unlawful orders from continuing.
