That's true.
But as mentioned in the thread below, when you believe in natural rights and no God, you believe in "no controlling legal authority", as I think Bill Clinton put it when he broke the law.
The founders believed that God answered prayers, and in the Declaration of Independence beseeched him as the Supreme Judge.
Sometimes its good to have someone to turn to to protect you when someone breaks your natural rights - as opposed to there being no one.
