The custodian of the Law is vital to human society, e.g. the father (or parent) at home, or the teacher in the classroom, the town sheriff, etc. Or there will be jungle law, fangs & claws.
Order is better than confusion. If there is lack of local solutions there is invitation to outsiders to intervene. Self-reliance is best.
