I thought we already made it

I thought we already made it clear that the delegates are unbound at the Tampa convention. Fed law trumps state law and it was proven in the courts in 2008 when a deleagate was"bound" to McCain but wanted to vote for Romney. He won and was able to vote for Romney at the Tampa convention. The courts already said, poeple can vote their conscience. Why are we reading articles still that not only they are bound on the first ballot, but maybe the 2nd and some permanently?
Even Ben Swann says that the delegates are unbound, can vote thier conscience and confirmed this with poeple high up in the RNC.
