Vatican recognizes no government
They believe they have higher authority. Its the reason they don't report criminal activities perpetrated by "management" to local authorities. They are above it and deal with it by moving people across borders.
If you or I were to aid someone who committed a crime to cover it up & transfer to Bolivia then we would violated multiple laws in 2 countries.
Apparently this doesn't apply. They don't feel the need to respect sovereignty or laws. The claim canon law addresses it.
