No, I'm in Scotland. I don't remember where I read about that saying and where it originated but it rang true so I remembered it.
It is the essence of mercantilism I believe and is the cause of all the problems we have with the economy...mixing politics with business in a corrupt way to give certain businesses preference over their competition. It is also called crony capitalism and Romney/Ryan fit that description to a T.
