No federal employees or even federal contractors (people who contract with the federal govt) are allowed to be actively political (to extent of being a delegate) in federal elections. This is well established and well known. This should not be a surprise. Basically it is considered a conflict of interest. It was made clear every time I took a federal job or a federal contract. It is written out in their documents. Of course most people don't read what they sign.

Now what they choose to do about it is another thing. Like all things they are enforced inconsistently. But if you are involved in a controversial election like this, then you have to expect your opposition will go after you in any way possible.
