I don't really understand my friend's statement below, but it's regarding your comment:

"Rule 42 stipulates that Rules number 25-42 are the temporary rules of the convention. The rule concerning the number of states needed to nominate is rule 40(b). Therefore, they could be changed by the body anyway....but with debate over the Report of the Committee on Rules and Order of Business."
