This is a requirement in Scotland's elite schools.

It is part of the curriculum like P.E. or Sports. There are choices I believe as to which activity you want to get involved with. It is seen as being necessary to develop a public spirited individual who sees public service as a civic duty. It leads to voluntarism after school is finished but it is compulsory while in school. This is very much in the British ruling class tradition.

These boys and girls are the future leaders of the nation who will go on to the Oxbridge and top Scottish universities and take up posts in politics and the civil service rising to be senior mandarins and Cabinet members in the government.
